Te Tūranga | About the role

We’re looking for a strategic thinker and relationship builder to join our Transport team as a Senior Investment and Programme Advisor. This role is all about making sure our transport projects are well planned, well funded, and deliver great outcomes for our community.

You’ll lead the development of business cases and funding applications, working closely with internal teams and external partners like Waka Kotahi, KiwiRail, and other government agencies. You’ll be the go-to person for making sure our transport programme gets the investment it needs – and that we’re getting value for money.

We’re after someone who brings fresh thinking and isn’t afraid to challenge the way things have always been done. You’ll be confident navigating complex relationships, and skilled at finding smart, creative solutions that unlock funding and deliver outcomes for our city.

What you’ll be doing:

  • Bringing a fresh perspective to how we approach partnerships, funding streams and programme delivery.
  • Leading early-stage transport projects and helping shape them into strong business cases.
  • Securing funding from internal and external sources.
  • Representing the Transport team in discussions with other departments and agencies.
  • Building and maintaining strong relationships with funding bodies and stakeholders.
  • Providing clear, professional advice to support decision-making.
  • Making sure transport projects are included in key planning documents like the LTP, NLTP and RLTP.

 

Ngā Pukenga | What you’ll need to succeed

To succeed in this role, you’ll bring

  • A relevant tertiary qualification in business, economics, or a related field.
  • At least 5 years’ experience in a commercial or business role, ideally in infrastructure or transport.
  • Proven experience writing business cases and funding applications.
  • Strong financial and project governance skills.
  • Confidence in complex negotiations and stakeholder engagement.
  • A knack for building relationships and influencing outcomes.
  • A creative mindset and the courage to challenge conventional thinking.

Bonus points if you have:

  • Certification in Building Better Business Cases.
  • Experience with NZTA’s NLTP, LCLR, IPM or similar funding processes.
  • A good understanding of the Government Policy Statement on Land Transport.
